XMLHTTP error on new server

Hi after moving my site to a dedicated server I now get this error
the components are instaled for httpxml what else could be the reason for this error

I think it is a permissions issue "must have right permissions"

Have you any idea what I need to do on the server to aply the correct permissions
could it be folder permissions and if so what needs to be set, read, write, ex etc on which files o0r folders?

There is a problem on the Server settings
In your server the XMLHTTP microsoft component must have right permissions and must be correctly installed
