it's works correctly when I tested it on my local host ( I use windows 7 & XAMPP ) of course after I edited the my.ini file to make utf8 is default character set.
the problem back again when I uploaded the files to the live server , it wors under Linux OS , I posted a support ticket for them to modify the my.ini file and make the required change, This was their responseز

It seems like you are referring to /etc/my.cnf. my.ini is the config file if you were running Windows. However, the line that you want to uncomment doesn't exist.

The server character is already set to UTF8 by default. However, if you want to change that, there is a process you need to follow to avoid corrupting your databases. However, it is beyond the scope of our support that we provide. You would need to access your configuration file.
