This is not quite the same problem I see.
The problem I have is that browse icon and "browse" text does not appear and of course they two different things, i.e. not simply a problem of locating the png file for the icon, please see below screen shot of what I see.

Also, I doubled checked today on two different laptops and at first thought I had identified the problem, i.e. the laptops still had IE8 and appeared to work, yet my home desktop has IE9 and exhibits the problem (both in 32 and 64bit versions), so to verify this I updated one laptop to IE9, but it still worked. Note all 3 PC had default setting for IE.
I also tested the test page on two different browsers on my Android phone (Default browser and Dolphin) both worked OK but the browse button appeared about 1-2 seconds after the page had loaded. I have seen a similar delay on PC based browsers albeit a very small delay while it loads up the image file.
So the problem only seems to effect some IE browsers and not others, could it be related to the time it take to load the icon?
