Russian is not double byte. Uses cyrilic characters and can be used with less than 256 characters. You can find some information here:

Anyway, I strongly suggest that you add UTF-8 compatibility in your extension. It's a big limitation if it can't work with diferent character sets and I will have to search for an alternate sollution meanwhile.
