With "blurry" he means the image is no longer sharp. If I may comment ...I guess the second thumbnail (like the first) is created from the 245 x 245 image as the original 380 x 380 does not reside on the server at all and this is something you never do, enlarging an image from its original size. You will always have this "blurry" result. Rather try having your thumbnails smaller or at least the same size as your main image.
